Venezuela

The Inter-American Development Bank and the Music Foundation Simon Bolivar (Bolivar FUNDAMUSICAL) launched the first experimental impact assessment of the effects of the program. The toolkit was applied all around Venezuela to approximately 3,000 children ages 6-14 in children’s homes using laptops by trained interviewees under the supervision of a data firm. For the majority of instruments the interviewer orally presented the questions and reported the responses in the Toolkit. Only for specific instruments (task-based measures) did children interact directly with the computer. The interviewers received extra training to interview young children at their respective homes from the expert psychologist on the evaluation team. The manual also provided explicit instructions about the physical location and behavior of the children, interviewer and parents during the testing.  Data was collected on children’s cognitive and socio-emotional capacities.

Colombia

The Colombian Ministry of Labor is implementing a pilot training program for young victims of the armed conflict in Colombia. To analyze the progression of students in the Transformate Program, the IDB Youth Toolkit was applied to approximately 800 beneficiaries ages 16-29 in the four biggest cities in Colombia. The data was collected at the training centers class rooms where youth themselves interacted directly with the Toolkit with laptops provided by the data collection firm, which made possible not using more than three trained interviewers for 20 youngs. The interviewers were trained in the use of the Toolkit and in the development of the experiment itself. The instruments focused on cognitive and socioemotional competencies with a particular focus on risk-taking propensities and trauma.

The state of Ceará has developed a program that incorporates socioemotional learning in secondary schools. The IDB Youth Toolkit was used to complement the follow-up evaluation of more than 5,000 young people between 13 and 15 years old all around the rural and urban areas of the Ceará state. Youth interacted directly with the Toolkit in computers provided in specific classrooms. Supervisors facilitated the data collection process, were previously trained in the use of the Toolkit and received manuals as supporting guidelines both for the Toolkit and the experiment implementation.

During July 2016 and within the framework of a technical cooperation with the program "Caminho Melhor Jovem", a pilot using was carried out in the favelas of Mare and Cidade de Deus in Rio de Janeiro. The purpose of this pilot was to conduct a quantitative and qualitative validation of the toolkit's psychosocial instruments. Interviews were applied to 200 young participants of the program between 15 and 29 years old.
